Purpose - There are many different conceptualizations to sustainable development and these different approaches may have led to confusion amongst the public. The purpose of this paper is to explore the identities of the term and how the confused identity may be leading to problems for sustainable development efforts. Design/methodology/approach - The design is exploratory, using both secondary and primary data to understand the different sustainable development concepts. Findings - There is no consistent understanding or use of the term "sustainable development" among various groups. Research limitations/implications - Future research should include a larger sample that is more representative of people from different backgrounds and geographical areas. Practical implications - The public is generally willing to support only projects that it understands. Without a clear understanding of sustainable development, the public will be less inclined to support these efforts. Originality/value - This study examines the perceptions and understandings of the term by the general public representing different generations.

Although policy evaluations have raised significant concerns about the effectiveness of individual incentives such as tax abatements and special taxing districts, they beg the question of whether, in the right combination, these tools might actually work. This research focuses on this question: Are some incentives more effective in particular combinations as they would normally be applied in reality? Based on an assessment of five widely used economic development programs in the state of Michigan, the research concludes that even in combination, many commonly used incentives have no relationship to the economic health of city residents. Programs that include performance guarantees, particularly related to jobs, appear promising. For many, particularly smaller, cities offering no economic development incentives also appears to be a promising course of action.

The first two papers focus on conceptual issues related to the diversity of rural livelihood systems in LFAs and the challenge to identify community development pathways as a means to enable policy targeting. The next three papers provide empirical evidence from Central America and East Africa on core concepts and characteristics of LFAs and their development potential. The last three papers deal with macroeconomic and other policy interventions for LFAs.

South Africa is one of the few countries in Africa that has codified a national space policy. South Africa's first public national space policy was adopted in 2009. The policy has given direction and purpose to the country's recent space activities. Prior to this, space activities in South Africa were disparate and uncoordinated. Because space policy is not a primary policy issue, but rather an ancillary policy issue, the development of space policy had to be couched in terms that made it clear to policymakers exactly how space activities would contribute to national development and other policy priorities. This required building capacity in government to engage in policy discussions around these issues. We describe the process that was followed to raise the political profile of space affairs to the point that it became a policy issue for the South African government. The policy development narrative is arranged in a series of ten goals that were addressed during the policy development process. These goals speak to how one can address the political and systemic challenges of space policy formulation in the context of an emerging space nation that is also a developing country. The goals may thus be of interest to other emerging space nations at a similar stage in their development. (C) 2016 Published by Elsevier Ltd.

Household consumption surveys suggest that the downward trend in rural poverty indicators recorded in Uganda during the 1990s has been reversed since 2000. This paper examines the Ugandan government's strategy to reduce rural poverty, the Plan for Modernization of Agriculture (PMA). It argues that, while there appear few better choices of "target" for the PMA than to improve incomes of the rural poor through increased agricultural productivity, emphasis on decentralization as a mechanism for poverty reduction is misplaced in the current political context of Uganda. The paper considers what alternative mechanisms might better deliver reductions in rural poverty.

The linkage of development cooperation with migration policies has been promoted widely by international organizations from 2000 onwards. This paper analyses the factors that have prompted and impeded a reorientation of the dominant migration policy-frame within the EU towards the realization of a migration-development nexus. It is argued that external events such as the international debate on the migration-development nexus and the external shocks provoked by the events in Ceuta and Melilla prompted the EU to rethink its traditionally rather narrow approach, focusing on the repression of migration flows. However, the persistence of the established policy-frame and the existing institutional setting limit the scope for balanced policy coordination, introducing development mainly as an instrument of migration policy rather than the other way round. Challenging the literature that argues that there is a necessary trade-off between a development and a security-orientated migration policy, it is shown that this dichotomous juxtaposition hides the many ways in which different orientations can be combined, depending on the institutional context within which they are framed.

Policy participation requires a democratic decision-making process, though typical co-design approaches focus more on immersing participants in the design process and facilitating creative thinking. This research proposes a new concept of policy co-design workshops to ensure both policy and co-design values. The feasibility and acceptability of policy ideas were found to be key requirements in policy co-design. The requirements were designed to be fulfilled through a gamified policy co-design workshop - Policy Puzzle Game - with a jigsaw puzzle-style toolkit and process. The game was used in real policy development by a municipal government with participating citizens, activists, civil servant s, and design thinking facilitators. The major findings from post-workshop interviews include insights on the engagement process of the game, the unique roles of different stakeholder groups, and their contributions to making policy ideas feasible and acceptable. Based on the findings, possibilities for further application of the game and the significance of the research are discussed.

Just like rural areas themselves, rural development policies have undergone a radical change over the last decades. This text presents the rural development concepts included in these policies, their processes, their intervention instruments and the strategies that they can promote. It insists on the fact that this evolution is not linear. With the objective of reconciling fairness and efficiency, rural development policies continually oscillate between support for the evolution of the agricultural sector, aiming at a more global and integrated development of a homogeneous rural territory, creating a synergy between rural territories and urban dynamics at the regional scale.

Agrotourism is an entrepreneurial initiative in the agricultural sector hampered by its uncertain legal status. The fact that agrotourism is an integrated investment associated with other activities, makes it a very attractive option, especially inmarginal areas where tourism and agricultural activities are complementary and agrotourism may make a significant socioeconomic contribution to regional development. Growth in agrotourism is, however, heavily dependent on past and present development policies in individual regions. Although policies introduced after the CAP reform favour multi-functional establishments, in some areas old policies continue to hamper growth or limit the potential benefits. Other problems, such as training of personnel, finance and unregulated activities along with a lack of appropriate land development policies also have a negative effect on potential growth. A proposal for overcoming these problems is put forward.
